- Preheat your oven to 350°F (175°C) and line a cupcake tin with paper liners.
- In one bowl, whisk together flour, cocoa powder, sugar, baking soda, and salt. In another bowl, combine buttermilk, oil, egg, and vanilla until blended. Gradually mix wet ingredients into dry ingredients and fold in chocolate chips.
- For the filling, beat cream cheese and powdered sugar until smooth; add vanilla extract.
- Fill each cupcake liner with about two tablespoons of chocolate batter, drop in one tablespoon of cream cheese filling, then top off with more batter until three-quarters full.
- Bake for 20-25 minutes or until a toothpick comes out clean. Allow cooling before serving.
